



Dr. Scott R. Allen,
President

Dr. Allen is the founder and President of Wisdom Tree Technologies which began operations in 2007. Prior to that he served as Principal Advisor and Special Assistant to the Under Secretary of Defense Intelligence - USD(I), Pentagon, on Threat Finance (TF). As the TF Portfolio manager at USD(I), the Chief of the Director of Intelligence Technology; Deputy Under Secretary of Defense for Acquisition, Resources and Technology. Dr. Allen was responsible for the formulation, creation, and execution of the Department's TF mission set as it pertains to intelligence and operationalizing intelligence-related issues. Dr. Allen authored the first USD(I) TF Intelligence Policy Memo to the Defense Department's Intelligence Agencies/Directors, co-authored the original Department of Defense (DoD) comprehensive policy on TF, and co-authored the DoD training program for TF. Dr. Allen earned a Bachelor of Science degree in Computer Science from the University of Kentucky, an MBA from Hawaii Pacific University, and a Doctorate in Community Leadership and Education (Public Policy ) from Murray State University (MSU). Dr. Allen served honorably and retired after twenty years of service and several combat deployments from the United States Air Force Reserve. Dr. Allen is an enrolled member of the Choctaw Nation of Oklahoma and an advocate of Native and Veteran rights.
Cindy Knooihuizen,
Chief Financial Officer

Ms. Knooihuizen is an Accounting Professional with prolific Finance and Accounting experience. Cindy has prolific experience in preparing financial statements, monitoring daily cash transactions, accounts receivable/payable, ledgers, and recording all financial activity from small business to a large international corporations with 11,000+ employees. Cindy manages price contract proposals, DCAA accounting policies, procedures, and regulations for for government certifications. Her exceptional time management and organizational skills contributed to internal control optimization on the company's most recent audits. Cindy has earned numerous financial related certificates, attended the Buffalo Vocational Technical Center - garnering the Academic Excellence in Computerized Accounting Award - and more. Ms. Knooihuizen is also certified in tax preparation. When not at work, she enjoys spending time with her husband and family, working on projects around their home, or planning their next vacation to visit their 3 wonderful daughters and 3 precious granddaughters.

Aaron Allen serves as the Chief Executive Officer of Wisdom Tree Technologies. He handles a majority of day to day operations of the business, including financials, government contacts, and personnel management. He also assists with the identification of business opportunities, builds and maintains successful relationships with prospects and existing clients, collaborates with other executive staff on business strategy to determine objectives, evaluates current business performance and maximizes business reach and potential. Mr. Allen has a Bachelors in Korean Studies through the University of Hawaii at Manoa (a Defense Langauge and National Security Education Officer sponsored program) and is pursuing his Masters of Business Administration at Murray State University. Aaron spent the past four years on active duty as an officer in the United States Air Force before transferring into the reserves and transitioning to his current role at WTT. In his free time he enjoys spending time with his dogs, picking up new languages to learn, and spending time with family and friends in the great outdoors.
Chris Ryan,
Director of Corporate Security

With 5 years of national security clearance investigation experience, I recently expanded my roles within the overall national security clearance process by obtaining a certification in my role as Facilities Security
Officer for Wisdom Tree Technologies. I have been a federal contractor and held a security clearance since 1996 with 23 years as a member of the intelligence community. I accumulated approximately 9
years of deployment OCONUS experience, not counting the years I served within CONUS at the National Ground Intelligence Center, United States Special Operations Headquarters Command and United States
Southern Command. My experience includes embedded support to federal law enforcement investigations as well as top tier support for kinetic operations. Countering financial operations of adversaries, cyber -integration of these methodologies; together with training and collection efforts, which were all part of daily activities. I have 14 years of management experience, serving as either Program Manager or Site Leader.
Tom Jeffery,
Senior Business
Development
and Proposal Writer

Tom Jeffery is Wisdom Tree Technologies' Senior Business Development and Proposal Writer as well as a conduit for WTT business pursuits. Tom is originally from Hendersonville, TN, and now residing in Williamsburg, VA, Tom is a former USAF Aircraft Maintenance Officer supporting A-10, F-111, and F-16 jet fighter aircraft. He was handpicked for a selectively manned command-wide inspection position at Langley AFB, HQ Tactical Air Command (now Air Combat Command). Tom was recognized for outstanding leadership during Operation Desert Storm and later spent time as a contractor in Kabul and Mezar-e-Sharif, Afghanistan, as a leadership advisor training, mentoring, and assessing the entire Afghan Air Force logistics and scheduling system supporting C-130 and C- 208 fixed wing aircraft, as well as Mi-17 and Mi-35 helicopters. Tom has worked for a number of defense contractors including EG&G, General Dynamics, Lockheed Martin, and Booz-Allen-Hamilton. Tom holds a BS degree from the University of Tennessee, Knoxville, TN, and a MS degree from Golden Gate University, San Francisco, CA. Tom is married to the former Winette Sparkman, and they have five grown children. Tom enjoys golf, hunting, fishing, playing guitar, and operating the three steam engine locomotives at the Busch Gardens Williamsburg theme park.
